Already have beaten classic, adventure mode, and got all of the charecters. I beat classic with all of the charecters. So, I say, COMPLETE .

Did they ever make a brawl tier listing?

No cause there hasn't been giant tournaments yet only small ones. But this list is probably very predictable.

Top Tiers: Pit,Wolf,Falco,Pikachu,Marth,Toon Link,Lucas (all of those are just what I think are Top tier since many Melee characters were nerfed many were gone from the list.)

High Tiers: Fox,Olimar,Rob,Luigi,Zero suit,Zelda,?Wario?Game and Watch?PKMN trainer

Average: Mario, Sheik, Lucario, Snake, Kirby, Ice climbers, Samus, Peach, Sonic, Kirby, ?Deedeedee? Ike, Ness, ?Diddy kong? Captain Falcon, Bowser, Captain Falcon

Low tier: Ganon, Link, Jiggly puff, Donkey Kong,

and anyone else I may have forgotten

like I said above this is my opinion on what I think. And Zelda is not suck Din's Fire ftw. Olimar isnt suck one of the hardest characters to use Macro Management is key for him. Rob has one of the best recovery and one of the easiest characters to learn to combo with. PKMN trainer doesn't suck only Ivysaur does Squirtle has mad juggling skills, Charziard has good recovery, and Can crank up damage. I guess Ivysaur can do that too but Ivysaur sucks.
Zero Suit you are Correct, you spam your attacks with her. Wario has various combo's his back throw is better then Mario's about the same as Luigi a heavier weight that also is decent in speed, Wario can kill someone at 60%. Game & watch is true, which is why he is up there, you can also kill with out spamming his attacks though. Thank you for reminding me of Metaknight although I dont like him he is probably High tier only High tier since he is too light for Top Tier.

Now you can argue saying almost all of them are light characters. Wolf is heavy. Falco can has more spikes then everyone (except DK but DK sucks) Toon Link for the ability of his Down A and many combos that can go with it. Lucas Pk Freeze/ can keep the edge his own . Pikachu since he got buffed so much. Thunder got buffed, Skull bash, and his plain A head butt. the thing that got nerfed was his Thundershock. Pit can never really die going to the side. he can fly under stages. (God I hate pit) He can crank up much damage easily. Marth was the best character in Melee, his spike,his speed. His recovery is great. Tip of the sword is still great. Up A got great, Down A got slightly better. Plain B button got Better easier chance to kill. Lucas is good at Edge guarding but Marth seems to take the cake.
